So, I went to the blacksmith and stole some more ore. I returned this to Brandon and as a result he provided the tenebrium skill.
I skipped the Goblin King Quest (did not feel like wrestling with perception skills to discover the cave entrance) and simply went to the troll blacksmith and stole some tenebrium ore. He gave me the cage for transporting tenebrium.
